One shared responsive top navbar for Enterprise, Portal Admin, Google Meet and Certificates.
All primary areas are grouped into dropdowns. Existing routes are preserved.
No .htaccess or base_url changes are included.

Install from /var/www/html/cavpl:
  unzip -o NewLMS_UNIFIED_Enterprise_PortalAdmin_TopNav_DIRECT_2026_09_09.zip
  chown -R www-data:www-data newlms
  apache2ctl configtest
  systemctl reload apache2
